Architectural Control

The Architectural Control Committee (ACC) is responsible for regulating and maintaining the architectural integrity of Oak Tree Village.
 
Any changes to the exterior of a Homeowner’s property, including walls, fences, roofs or other areas, must be submitted to the committee for approval before work can begin to ensure compliance within the Association’s governing documents.
 
The information below has been developed to assist you and please feel free to contact us if you have any questions.
 

Approval for Exterior Changes

  • Any changes to the exterior visible to neighbors must be approved by the Architectural Control Committee, including: 
  • Walls, fences, roofs, patios, decks, balconies, arbors, awnings, different designs and colors for window and door replacements, and any other exterior items visible to neighbors.
Request For Approval Process
  • Submit all requests, complete with drawings and dimensions, to the ACC chairperson.  Click here to make an application for architectural changes.
  • Residents who contract and commence construction work prior to final review and ACC approval will be financially at risk and responsible for returning the property to an acceptable condition.
  • The ACC will work to expedite Homeowner request as soon as possible, but recommends at least 30 days for normal review with the Homeowner and possibly adjoining neighbors. If the project is approved, the Homeowner must complete the project within 90 days.

Party Walls

  • Each wall which is built as part of the original construction of the homes upon the properties and placed on the dividing lines between the Lots, shall constitute a party wall, and to the extent not inconsistent with the provisions of the Article, the general rules of law regarding party walls and of liability for property damage due to negligent or willful acts or omissions shall apply hereto.
 
The cost of reasonable repair and maintenance of a party wall shall be shared by the Owners who make use of the wall in proportion to such use.  To clarify, if the wall on the dividing line between Lots is the exterior wall to one Homeowner's home, and there is nothing in common with the second Homeowner's home, then that wall is entirely the property of the first Homeowner, and the responsibility for painting, repair and maintenance is that of the first Homeowner.
 
If the wall on the dividing line between Lots is a tall wooden or stucco privacy wall, then the painting, repair, and maintenance responsibility is shared, with each Homeowner responsible for the portion visible to his or her side.

Exterior Maintenance (Governing Documents Overview)

OTV Board (The Association) -
Is Responsible for Facilities Maintenance and Repairs Within the Common Grounds, such as: 
 
• landscaping;
• irrigation systems;
• grounds lighting;
• the clubhouse, swimming pool and tennis courts;
• and the following items located outside the front and rear walls and fences originally constructed by the Developer:   
      -  trees and tree trimming; and
      -  retaining walls.
 
OTV Homeowner-
Is Responsible for Individual Home Maintenance and Repairs, such as: 
 
• stucco finishes on the home;
• interior and exterior finishes on stucco patio walls;
• exterior wood trim (including fascia boards and balconies);
• wood or other approved fence and gate structures;
• roof tiles, flashing, and chimney caps;
• gutters and downspouts;
• garage doors and opener systems;
• wrought iron front entry gates;
• residence doors, windows, and frames;
• concrete driveways and sidewalks on private property;
• trees and tree trimming inside the front/rear walls and fences; 
• mailboxes at the curb;
• electrical power to the lamppost in front of the home; and
• any other items inside the front and rear walls and fences.

FENCES-  
 
Fences at the pool, tennis courts and centers of the cul-de-sacs: (Board)
• The Association is responsible for the repair and maintenance of the wrought iron fence surrounding the tennis courts, pool, the wood fence surrounding pool equipment, the cyclone fence surrounding the tennis courts, and the wood fences surrounding the telephone and electrical equipment in the center of each cul-de-sac. 
 
Concrete Fence: (Board/Homeowner)
• The Association is responsible for the repair and maintenance of the concrete fence located along Skillman Street and Royal Lane.  However, if the repairs were caused by branches of trees, shrubs, bamboo, or other damage from inside the yard, then that Homeowner will be responsible for the cost of the repair.
 
Wood Fences along the Oak Stream Drive right of way: (Board/Homeowner)
• Painting of the exterior face will be the responsibility of the Association. The Homeowner will be responsible for painting the interior face.  Repair and or replacement costs will be shared evenly between the Association and the Homeowner.
 
Wood Fences between lots: (Homeowner)
• Painting and repair costs will be shared between the two Homeowners.
 
Fences at the rear of lots: (Homeowner)
• Each Homeowner is responsible for the repair and painting of the fences at the rear of their Lots.  With approval of the ACC, the Homeowner may replace existing with other wood or metal fences or with no fence at all.

Fences atop the retaining walls on Gray Rock and elsewhere: (Board/Homeowner)
• The Association is responsible for repair and maintenance of the retaining wall. Each Homeowner is responsible for fence repair and painting. For fences atop the retaining walls on Gray Rock, the Association is responsible for coordinated painting of the exterior faces of the fence along easement at the rear of the homes.
 
MAILBOXES: (Board/Homeowner)
• The Association will coordinate and fund any mass installation of new mailboxes across the properties.
• Individual repairs and replacements at each Lot subsequent to the initial installation are the responsibility of the Homeowner. For replacements, the current standard is Architectural Mailboxes (formerly named Gibraltar Mailboxes).  This model is Mailsafe Large Capacity Rust-Proof Plastic Black, Post-Mount Mailbox, RSKB0000.  Potential substitutions must be approved in advance by the ACC.
 
ADDRESS SIGNAGE: (Board)
• The Association will coordinate and fund the repair and replacement of address plates across the Properties.
 
RESIDENCE LAMPPOSTS: (Board/Homeowner)
• The Association will coordinate and fund the repair and replacement of lamp posts, light sensors, and light bulbs in front of the home. The Homeowner is responsible for providing power to the lamp post.
 
LANDSCAPING AND IRRIGATION ENHANCEMENTS IN FRONT OF THE HOME: (Homeowner)
• The Association permits Homeowners who desire to enhance the planting in the beds in front of the home to do so at their expense with prior approval.  It is not desirable to enforce that every home have the same assortment of shrubs in front. Plans need to be submitted in advance to the ACC so they can be screened water wise plants, and adverse effects for the landscaping crew or irrigation system, or any look which would be totally out of place on the street. 
• Any modifications to the existing irrigation system must be approved in advance. Any costs of the retrofitted irrigation system are the responsibility of the Homeowner.
 
TREE PRUNING: (Board)
• Considering Oak Tree Village trees are one of our greatest assets, all tree pruning outside the walls and fences at each Lot is to be done solely by contractors hired by the Association.  Homeowners who need pruning shall contact the Landscape & Trees Committee using the OTV contact form.
 
 
The Board shall schedule, budget funds for and contract for coordinated maintenance only as funds are available and is not obligated to replace materials or landscaping with similar items.

Dear Oak Tree Village (OTV) Neighbors,

As spring peeks its head and our community comes back to life, the warmer weather makes this
an ideal time to plan routine maintenance and repairs. Let’s work together to preserve the beauty,
safety, and long-term value of our homes! As the Architectural Control Committee (ACC) Chair,
I want to keep you informed of the Board’s top priorities for this maintenance season.

During the spring, the Board will focus on:
● Stucco finishes on homes
● Patio and party walls
● Metal window frames (should be “OTV Brown”)

Addressing these items early helps prevent more extensive repairs later and keeps our
neighborhood looking its best. As the weather permits, begin surveying your lot and
planning any necessary repairs. This includes power washing stucco to remove dirt and
mold buildup. When external repairs are substantial or affect the Mediterranean
architecture, please use the OTV Change Request Form online.

Thank you for your continued care for our neighborhood and for working together to make this a

Exterior Specifications

APPROVED PAINT COLORS
 
Sherwin Williams, located on Abrams at Royal, will give a contractor's discount when buying for Oak Tree Village.
 
The following is the approved exterior paint colors for Oak Tree Village.  (Please note that the Sherwin Williams store has a computer database of incorrect paints no longer used on the property.)

For factory prefinished or metal products, the color choice must reflect a color that most closely matches the above approved colors.
 
The OTV painting incentive program reimburse $30 a gallon for the first 10 gallons of any combination primer, stucco paint or brown trim paint up to a maximum of $300.  This is for Homeowners who agree to paint all surfaces visible to the community and who did not participate in previous programs.
 
*Stucco finishes and crack repair on home and patio walls;
 
*Wood Fences, attached gates and balconies;
●     Picket style fences, gates and balconies are to be wood, so that they match the original wood and must be painted brown soon after installation.
●     Treated wood is not desirable because it cannot be painted for an extended period.
●     The pickets are to be 2-inch by 2-inch wood that will match the original wood.
●     Alternate fence, gate and balcony designs must be approved by the ACC.

ROOF TILES
 
  • OTV Roof Tile Repairs or OTV Total Roof Installation
The original approved OTV tile is the Monier Monray Roma, a concrete low barrel roof tile known for its distinctive style and robust construction. Local experienced roof contractors who specialize in concrete tile repair and installation have enough for most repairs of the Roma but not enough for whole roof replacement. This approved tile may be available in other states which requires shipping or found online in limited quantities as well.
 
An additional OTV roof tile (approved by OTV board vote June 9, 2025) that closely matches the current OTV Roma in design and color match can now be purchased for use in repairs or total roof installation as follows:

Any other cement roof tiles that appear to meet these color, low barrel and design specifications must be submitted to the ACC and considered for approval before any repair or replacement of roof tiles can begin.                                         
            

Holiday Decoration Guidelines

Holiday decorations are an integral part of the holidays, often serving as a source  of happiness which evokes past memories as well as new memories and traditions with family and friends. Keeping this in mind, the following guidelines have been developed by the ACC and presented to the Board to assist our homeowners at a time of celebration and joy while respecting the rights of our neighbors in close proximity.
 
Holiday Decoration Timeline Dates:
 
•Winter Holiday Season-
 2nd weekend of Nov. through the 2nd weekend of Jan.
 
•Seasonal and Thanksgiving Holidays-
 2 weeks before and 1 week after holidays
 
•Halloween Holiday- 
Oct.1 through the 1st week after the holiday 
 
•All other Holidays- 
2 weeks before through 2 weeks after each holiday
 
Decoration Requirements (to avoid being a nuisance or danger to neighbors):
 
•Please be sure that lights are not illuminated during daylight hours and are turned off nightly by late evening. A timer is recommended.
 
•Please make sure that bright, flashing lights are not used that are blinding,
or cause excessive glare in neighbor’s windows or to drivers on the street.
 
•Please make sure that decorations do not produce any noise that could disturb the neighbors.
 
•Any decorations that are heavy and could fall over or may blow away and injure someone if a storm hits must be securely tethered to the ground or home structure.
 
If any problems arise, homeowners should be comfortable approaching their neighbors to address any of these issues. At OTV, we must all rely on each other to be good neighbors.

Garbage, Recycle and Brush and Bulky Items

Oak Tree Village requires carts to be set out Thursday, after 6:00 pm or prior to 7:00 am each Friday.
 
Oak Tree Village carts must be stored inside courtyards, fences or garages (out of public view) outside of the above dates and times. Violators will be warned one time and trash violations are then subject to a $25 per week fine.
 
In Accordance with City of Dallas Ordinance:

• Please place your roll cart facing the point of collection and allow for 3 feet of space on each side of the roll cart for collection equipment to maneuver. 

• Bagged garbage should be contained in the roll cart. There should be no bags on top of the roll cart or on the side of the roll cart.

 • The roll cart should not be blocked by vehicles, objects, or overhanging tree limbs. It may not be picked up.

If you have not had yours picked up, it is your responsibility to contact Dallas Sanitation at 311.

 
➡️ Brush and Bulky Items

Oak Tree Village requires Brush and Bulky Items be set out on Sunday or prior to 7:00 am of 4th Monday each Month (exceptions allow set out Friday or Saturday due to weekend projects)
 
Brush and bulky items will be collected by Sanitation trucks between Monday and Friday. If not picked up by 6:00 pm Friday it is the homeowner’s responsibility to contact Dallas Sanitation at 311.

Please be considerate of your neighbor when discarding brush and bulky items. Set out items as neatly as possible. Do not place your items with another neighbor (without their permission) as that encourages others to pile their items on the same stacks and that neighbor’s property would be charged a fine on their water bill if greater than 30 cubic yds.
